What procurement reviews look like today
The USDA-mandated procurement review is currently a manual Excel workflow. State agency staff spend roughly three months per review chasing documents, comparing vendor paid lists against procurement tables by hand, and assembling determinations row by row.
At 100–200 reviews per state per year, the math is brutal: states either burn out internal staff or pay outsourced firms $4K–$7K per review. USDA has been forced to grant cycle-length waivers to states that simply cannot keep up.
